  Yes, you can convert a subitem to a parent item. Click the subitem and select  (Other Actions) in the upper-right corner and select 'Make it as item'. Read more.

  Admin, project manager, sprint owner can add subitems to an active sprint. Only the member who is a part of the sprint and if the work item is assigned to them, they can add subitems to a work item in the active sprint.
