People are advised not to click public shortened URLs because their destination URLs may not be accurate.
Public shortened URLs and their corresponding domains may have poor reputations which will affect your domain's reputation as well. Additionally, links that redirect multiple times can be considered suspicious. If you're going to use shortened URLs, make sure to use a custom URL shortener which is completely under your control.
